The Russian Soviet Government Bureau
The Russian Soviet Government Bureau (RSGB) was an official agency of the Soviet government established in the United States in 1919, serving as a procurement office, news clearing house, and informal embassy to counter the recognized Imperial Russian Embassy. Headed by Ludwig C.A.K. Martens at 110 West 40th Street in New York, it published 'Soviet Russia' as its official organ, edited by Jacob Wittmer Hartmann. The bureau operated until 1921 amid U.S. opposition and efforts to break the embargo against Soviet Russia.
