Patria de Lancer Julnes is an internationally recognized scholar and higher education leader in public administration. She is known for work in performance measurement, accountability, government capacity building, and citizen-driven governance, and has held leadership roles including Director of the School of Public Administration at the University of New Mexico.[1][3]
