Maria Otero

Maria Otero is a Bolivian-born American public servant and diplomat who served as the first Under Secretary for Civilian Security, Democracy, and Human Rights in the U.S. Department of State from 2009 to 2013. She also served as the President’s Special Coordinator for Tibetan Issues and has taught international relations and microfinance at Johns Hopkins SAIS.
