Louis Fisher

Louis Fisher is an American constitutional law scholar and author specializing in separation of powers, war powers, and executive-legislative relations. He worked for four decades at the Library of Congress, including as Senior Specialist in Separation of Powers at the Congressional Research Service (1970-2006) and Specialist in Constitutional Law at the Law Library (2006-2010), and served as research director for the House Iran-Contra Committee in 1987. He has authored over 20 books, such as 'President and Congress' (1972) and 'Constitutional Conflicts Between Congress and the President' (6th ed. 2014), and taught at numerous universities including Queens College and William & Mary Law School.
