James Budd

James Herbert Budd was an American lawyer and politician who served as the 19th Governor of California from 1895 to 1899 and as a U.S. Representative for California's 2nd district. He was the last Democrat to hold the governorship until Culbert Olson's election 40 years later, and he is known for implementing banking reforms and laws to protect public health during his tenure.
