Agricultural Policy Reform: New Approaches the Role of Direct Income Payments

Against the general background of agricultural policy reform, this report explores policy options and approaches to deal with environmental issues, structural adjustment, and volatile and low incomes in agriculture. Particular attention is paid to the role which targeted direct payments could play in the context of a move away from the dominance of highly distorting market price support. Market-based, regulatory, and educational approaches are also examined in this publication.
