Flexible Personnel Management in the Public Service

Efforts to increase efficiency and effectiveness in the public sector are leading to far reaching reforms in OECD countries. More flexible approaches to personnel management are seen as an essential element in improving the performance of public sector organizations. This study, comprising contributions by senior officials responsible for personnel management inthe public sector and by private sector experts, explores reasons why more flexible personnel policies are being introduced and analyzes policies and practices in several OECD countries.
