He takes the Illegals there and culls them when necessary. One night, he and his partner Jay find themselves picking up a passenger and bringing her out of the city - Sunny Cain, the privileged daughter of the Watchers' supervisor, Stirling Cain. What has she been doing in the city? She mentions a name, a name she's heard in the city - David Drum. She says he's helping people get out of the old city 'across the water'. But that can't be so. David Drum is dead, along with other leaders of their illegal sect - or so Mike had thought...
