Fisher was an historian who also made history. A noted expert on the Napoleonic system while still in his 20s, he was also a ranking civil servant in India and a college administrator, simultaneously. In 1916 he served Lloyd George as President of the Board of Education and later served as a member of Parliament. Remarkably, he managed to produce his three-volume History of Europe and return to public service by the first days of the Second World War. Obviously Fisher's was an extraordinary energy, and editor Bryant (British history, U. of Alabama) devoted years to transcribing and annotating Fisher's letters on history and his part in it, domestic and foreign policy, and the over 3,600 people who touched his life. In this first volume of four, Bryant describes Fisher's initial leanings toward the Liberal Party, his service in India, and the beginning of the First World War.
