In Rome, five Palestine Commandos, led by a man known as The Wolf, meet to plan a terrorist attack in England. By different routes, The Wolf and his pack begin to converge upon London. At the same time, three I.R.A. gunmen depart at the height of the Belfast bloodletting on a mystery flight to Tokyo. In London, Rome, Paris and Munich the police officers seconded to Counter-Terror commence their own operations, and death and violence become inevitable.
