The chairman. I would like to thank our witnesses this morn ing.

For the members, you have a summary of the recommendations of this Independent Budget done by the four veterans' organiza tions, and then you have the Independent Budget. It is all very well done.

I have a comment or two I want to make. It was excellent testi mony. In your statement I read last night that there would be cuts in staffing for VA medical care and adjudication of claims. The President has yet to announce all of the details of his budget. The administration's economic plan assumes a number of government wide initiatives to keep discretionary spending relatively constant. The plan assumes savings from a 1-year freeze on Federal salaries and other efficiencies from streamlining policies.

These policies can reduce the increases that would otherwise be needed to keep service levels for veterans programs at acceptable levels. However, within the overall freeze on discretionary spend ing there is some leeway to increase funding for high priority pro grams, and I believe that the President will provide additional funds for veterans medical programs and to deal with the growing backlog in processing claims for veterans benefits.
