Regulatory Reform in Mexico's Natural Gas Sector

In 1995, the Mexican government introduced legislative changes permitting private sector involvement in natural gas storage, transportation, and distribution. Subsequent directives set up a detailed regulatory framework. This study analyzes the changes that have taken place and the rationale for the regulatory framework which has been established. It also contains recommendations to assist the Mexican government in effectively implementing the reforms.
